War can be 'useful' in that it destroys (old) capital & allows for fast re-development (in certain circumstances); not so good for workers of course as they are often over-represented in fatalities.... so not sure it would be seen as an employment scheme... although (as I have discussed previously in this timeline) military Keynesianism can be a useful stimulus mechanism if conflict is avoided but defence is ramped up
