In my part of the world, a guy from Canada wants to install a data center that will generate upwards of 18 gigawatts of heat using natural gas. One of the justifications for allowing this ecological disaster is "people have a right to do what they want on their own land".
If you take the zoning authorities out to a really nice dinner, they will let you do whatever you want.
