Well, you're right I have thought a lot about this over the years, and the key really is a much better regulatory state - I am sympathetic to John Braithwaite's ideas on regulatory capitalism - but also think that the key issue for the UK is linked to how the state focusses on economic success (which is largely related to financial services & corporate interests)...
